    Press Win+R and enter %LocalAppData%. Press OK.
    Navigate to Google\Chrome\User Data\Default.
    Delete the Preferences, Secure Preferences, and Web Data files.

    Could not delete the Web Data files, as it says "because the file is open in Google Chrome." Please resolve this problem. Thanks.
