Hey guys! I've had this problem with Savings Bull too, and I could neither find it in my extensions or Control Panel. What I did was "System Restore" to about a week ago, when it started popping up for me, and did it. It worked! Plus, you don't have to download anything from the Internet.

open task manager, go to the services tab, find everything savingsbull related, rightclick on them, and click "stop services". then delete the files listed on this site along with the folders they are in WITH THE EXCEPTION OF THE FOLDER netfilter64.sys IS IN!

after this, delete everything in recycle bin

the service should go away when you restart the computer.
