This is done not only to frustrate the user, but also to prevent him from running or downloading an application which may be able to detect and remove File Repair from the system.
What is more, File Repair will cause severely poor system performance by consuming valuable system resources, and will also be the cause of increased erratic system behavior. Users have also complained about randomly generated and deleted Desktop items, as well as certain system folders’ contents being hidden from users.
